Warmer Homes London (WHL) has launched to help Londoners make their homes warmer, more energy-efficient, and affordable. Launched on 7th February 2025, the programme marks a significant step forward in London’s retrofit revolution. By unlocking vital funding, WHL aims to provide long-term solutions for those most affected by fuel poverty while contributing to London’s environmental goals.

London’s homes are responsible for one-third of the capital’s carbon emissions, with many properties being poorly insulated and expensive to heat. With energy costs rising and 379,000* households living in fuel poverty, there is an urgent need to reduce energy bills while tackling the climate crisis. WHL will help secure funding for home improvements, benefiting tens of thousands of Londoners.

A warmer future for London’s homes

Warmer Homes London (WHL) is an initiative launched to help vulnerable Londoners make their homes warmer, more energy-efficient, and cheaper to run. The programme aims to unlock millions of pounds from the national £1.79 billion Warm Homes funding to install insulation, solar panels, and heat pumps across the capital.

A united effort to tackle fuel poverty

The Mayor of London and London Councils have partnered with London boroughs and housing associations to implement this large-scale initiative. There will be an investment of £10 million* over four years to establish a central hub that will coordinate funding and ensure efficient delivery. London boroughs are also contributing £400,000* in start-up costs.

Supporting those who need it most

The initiative is designed to benefit low-income households across London, focusing on social landlords, low-income homeowners, and private tenants. This will ensure that those most affected by fuel poverty can access financial support to upgrade their homes with energy-saving measures.

A smarter way to deliver change

WHL introduces a ‘one-London approach’, offering councils a reliable, long-term funding stream to plan and implement energy-saving projects more effectively. By creating a central hub, the programme strengthens London’s ability to negotiate better deals with the government and accelerate home upgrades.

Faisal Hussain, CEO of HIES, comments,

“We support the launch of Warmer Homes London, as it marks another important step towards upgrading the energy efficiency of homes across the capital. This initiative will not only provide much-needed support to those most affected by fuel poverty but also contribute to a more sustainable and affordable future.”
